Consular Services

Consular services of the Embassy are competent for all matters concerning the civil status of families and individuals. As such, even marriages can be formally legalized. 

The Embassy also issues the following certificates:

  • Certificate of celibacy
  • Certificate of birth
  • Certificate of complete identity
  • Emergency Travel Document (ETD) 

For the documents below, the consular services help you to fill and hand in the application to the qualified services: 

  • A new passport / inclusion of children in the passport
  • Certificate of non-prosecution


Visa regulation

The Embassy authorizes an entry visa for a maximum duration of 3 months. An extension of this period can be applied for at the Immigration Service in Kigali.

The dossier of the visa application is made up of:

  • A letter requesting a visa addressed to the Embassy
  • A form for the visa application filled in twice
  • A valid passport or travel document
  • Two passport photos
  • Receipt for visa fee
  • Non-criminal record
  • Invitation letter

In view of the bilateral agreements, the Nationals of the following Countries may visit Rwanda without visa for a period up to 90 days:  Hong Kong, Philippines, Mauritius, Singapore and Democratic Republic of Congo (DRC).

EAC Partner States Citizens’ shall be issued with 6 months visitors pass (renewable) at entry points with no fee.

Nationals of Australia, Germany, Israel, New Zealand, Republic of South Africa, Sweden, United Kingdom, and United States of America will be issued with entry visa valid for a period of up to 30 days and pay visa fee upon arrival at any Rwanda entry point without prior application or can be issued at the Embassies/High Commissions.

All African nationals can get visa upon arrival without necessarily applying.

Notice on the Following:

Classes of visa issued by the Embassies/high commission:

Class V-1(s) Single Entry Visa–Single entry valid for 30 days and fee is 210 RMB.

Class V-1 (M) Multiple Entry Visa- fee is 420 RMB

Class Q1 - Transit single entry valid for 3 days and fee is 210 RMB.

Class T2 Tourist – Multiple entries valid for 90 days and fee is 350 RMB

Class T3- Family- Multiple entry valid for 90 days and fee is 350 RMB

CLASS T4 Visiting Diplomat- Multiple entries valid up to 2 years and is free of charge

Class T6-1: Single Entry – Conference –single entry valid up 30 days and fee of 210 RMB

Class T6-2: Multiple Entries – Conference - Multiple entries valid for 30 days and fee is 350 RMB

Class T7 Business- Multiple entry valid for 90 days and fee is 420 RMB

Class T9 Tourist – Group Tourist-Multiple entry valid for 90 days and fee is 700 RMB for a group of 4 to 10 people.

T12 EATV – Multiple entries valid for 90 days and fee is 700 RMB.

N.B: The visitor’s visa should not be used for employment.



New passport requirements: 

Fill 1 application form

Attach 2 passport size photographs with white background.

Application letter addressed to the Director General of Immigration and Emigration in Kigali.

Applicant must be a resident within the Embassy’s area of coverage.

Valid documents confirming your residence in one of the countries covered by the Embassy, i.e. work permits, pupils pass or business visa.

Copy of old Passport

Passport fee payable on submission (500 RMB)

Please note that the application form must be filled in capital letters and your signature must be affixed inside the box at the bottom of the application form.

Please note that children are no longer endorsed in their parent’s passports but are also allowed to acquire their own.


In case the passport was lost, the applicant should bring the police certificate from the country where the passport was lost;

Fulfill all necessary requirements again for passport application; 

To attend an interview explaining how the passport was damaged or lost;

Pay a fine of 250 RMB in addition to the passport fee of 500 RMB (in the event of loss, theft or damage).

On loss of passport applicant has to wait for 30 days from the date of application to get his or her new passport as provided for by the immigration law.
